Who is Eligible to Receive An Olivia’s Fund Scholarship?

Olivia’s Fund will provide financial assistance to youth and uninsured adults in Eagle County to help pay for mental health and/or substance use services (up to six therapy sessions per person, per year), regardless of insurance or immigration status.

Olivia’s Fund is available to those who demonstrate a financial need, may be uninsured, have a health insurance plan with a high deductible and/or copay that they are unable to pay, or have limited access to in-network providers in Eagle County.

Income eligibility:
To qualify for Olivia’s Fund an individual's family must have a household income up to 550% of the federal poverty level and live or work in Eagle County.
In order to be approved for a scholarship, applicants must:
  1. Complete the online application through Mountain Strong.
  2. Attest that they live in Eagle County and are facing a financial barrier to seeking behavioral health services.
  3. Agree to the release of their personal information (the information listed on their application) to Eagle Valley Behavioral Health and the behavioral health provider of their choice.
  4. Accept responsibility for identifying and scheduling appointments with the participating behavioral health provider of their choice.
    • Olivia’s Fund does not schedule appointments for scholarship recipients or make referrals for any specific providers in the Mountain Strong Therapist Directory.
  5. Agree to schedule their first session with a behavioral health provider within 30 days of being approved for a scholarship.
    • The scholarship will expire after 30 days and the patient must reapply to the program.
  6. Acknowledge that if they do not attend a scheduled appointment, the scholarship program will pay the provider for one “no show” session. If the patient misses a second appointment, they will no longer be eligible for free sessions covered by the scholarship program.

How Olivia’s Fund Works with Medicaid and Medicare

Applicants with Medicaid are not eligible for scholarships, as Medicaid will cover the full costs of behavioral health services. Medicaid applicants will be directed to seek services from the various providers who accept Medicaid as shown in the Mountain Strong provider directory.

Applicants with Medicare and commercial insurance will be encouraged to seek services from the various providers who accept commercial insurance and Medicare as shown in the Mountain Strong provider directory.

How Olivia’s Fund Works with Providers

Providers must be credentialed in the Olivia’s Fund system before the patient can use the scholarship and the provider can get paid. Providers outside of the Olivia’s Fund “network” can join at any time. If a patient wants to see a provider who is not currently credentialed with Olivia’s Fund, the provider can contact us at EagleValleyBH@VailHealth.org or sign up at MountainStrong.org to be included in our network of providers.

Olivia’s Fund encourages behavioral health providers to utilize the patient’s insurance when possible.

If you are a provider who does not accept insurance, fees for behavioral health sessions will be covered based on the pre-negotiated rates below. An Olivia’s Fund scholarship will cover the following rate per session based upon the provider’s level of education:
  • $100/session for services provided by master’s level clinicians
  • $130/session for services provided by doctorate level clinicians
  • $165/session for services provided by a psychiatrist
We encourage all providers to discuss alternate and sustainable funding options with patients if they feel that the patient could benefit from more than the six annual sessions covered by the Olivia’s Fund scholarship.

How to Support Olivia’s Fund

Olivia’s Fund scholarships are made possible through generous private donors and foundations who wish to support behavioral health services and recognize that many individuals cannot obtain those services because of financial barriers.
